if Im reading the question right, its not a charger, its an adapter with function-ability to view the info on your tv, it has a power slot on it so it can receive the energy required to send the signal to the tv, no charging capabilities though

Do you have the included adapter connected to the USB/MHL connector on your S4? The microUSB connector on the MHL cable then connects the adapter. If you are still experiencing issues, then I would recommend uninstalling the MHL adapter and re-installing it, and restarting your S4-if necessary. I hope this helps!
