“I have rokus on two tvs.... one has YouTube TV in the available channel line up and one does not... does this particular model offer YouTube TV? Also, how come all models don’t offer the same channels?”

• All models offer the same channels, so my guess would be your device that doesn't have it is too old to be supported

• Channel line-ups are not device-specific: you can choose any channel on any Roku device. You have to go into each Roku and add/create your channel listing.
