Yes you can. It will play .mp4 videos without network, just like any other Windows 10 laptop.

It also comes with Windows 10, which has its own media player. I don't understand your question regarding .mp4 files, if you are asking if mp4 files can be saved to your hard drive then yes. You do not need internet access to watch video files saved on your hard drive.
