No, it doesn't. There is a chrome extension used only for sharing web content with your skype friends. According to Skype, "The video and audio functionality for the Chrome OS extension is currently unavailable." I assume they're working on it, but no guarantee. I use Google Hangouts as a substitute and am quite pleased with the interface and call quality.
