• The caps are used when you attach the tv to a wall bracket.

• Those are for when using the TV with a wall-mount. However, they aren't for this particular model. That accessory kit comes with lots of TVs, some need them, some don't. This one doesn't. You can throw them away.

• Other Samsung TVs have countersunk threads for attaching a wall mount bracket and require those spacers. The same packaging is probably sent with multiple models of TVs. I have not wall mounted my TV but it looks like those spacers are not necessary on this model.
