- Answer It does offer a play store. I just checked my tablet and there is a play store icon. Once you transfer data from old tablet to new one play store icon should show.

- Answer Yes it can do both i have my hooked up via wifi but there is a spot for a sim card and it does ask you when you set it wether you want to use wifi or sim card
