If you have a Samsung Galaxy S5 phone, you can use "SideSync" app to mirror your phone to the tablet and make/receive calls from the tablet. This works with ANY carrier.

It just means that you can use the internet away from a wifi connection. If you want to make calls on a tablet, you need an app like Skype or Viber. These use wifi/internet connections to receive outgoing and incoming calls. If you need phone capabilities then you can try any of the larger screen smartphones out there.
