You can use it on it's own as you can read health and that from the screen. But the Samsung Health app is pretty nice too.

You can take it for walks with stand alone GPS and onboard music storage without a phone, but it does need a phone for data and Internet, etc

Short answer, no; depends on what features you want to use. Watch can connect to WiFi.
