It will track when your phone is off. But if you turn off your Bluetooth, you'll have to sync manually...

You don't even have to ever hook it up to a phone, but the functionality is very limited if you don't. All of the data from the Gear Fit 2 syncs with the phone once they're reconnected. Note that this also means you can turn off just the sync between the two, if you are having problems with the devices connection draining too much battery from your phone, and then reconnect when you are ready to sync up.
