Likely they didn't measure the remaining life of the drive. Chances are this was a return, for whatever reason, and the end user is taking a gamble on what the first owner actually did with this drive. Hopefully it was returned with opened packaging, but who knows. I doubt GS does anything to the drive, maybe a zero-ed wipe but even that is unlikely in my opinion.
