Yes it is. But it doesn't have a strong enough magnet to use with a phone case.

It is not attached in any permanent way, but the rubber grip slides securely onto one of the vent fins, and removes easily for use in any vehicle. (Just remember to take it with you.) This is the simplest and *best* phone mount I've found so far! The only caution I'd have is that the plate you mount on the back of your phone or case (which sticks to the magnet in the mount) has to have enough flat area for the adhesive to remain securely attached. I have a Samsung A20, in a Speck anti-shock 2-layer case which has ridges on it in an X kind of shape on the back, so I placed the smaller of the 2 provided plates at the very top, above the fingerprint sensor. It did *not* work to put the plate on the phone inside the case, as suggested in the instructions. So, on the mount, it hangs from the top of the phone, and having the phone placed horizontally isn't possible, but that is not important to me. The mount swivels at both the base above the circular stabilizing part and at the magnet, so positioning exactly right for an unobstructed view is easy. It's secured, it doesn't wobble or shake, and it doesn't fall to the floor (as experienced with several other types of mounts I've tried).
