“For the Sony BRAVIA XR8B OLED HDR Goggle TV what is the length in inches between the legs and below the screen to where the TV would stand on it's legs? I'm looking to see what size a Sound Bar may be appropriate to fit in that space.”

Plenty of space. I have an old Sony Sound Plate that fits perfectly under the TV. Soundbar would fit as well.
