First, when a manufacturer says something isn't user upgradeable, they generally mean that upgrading yourself will void the warranty. Definitely check with Toshiba first if you're concerned about voiding the warranty. That being said, I've upgraded to 16GB and swapped the hard drive out for a SSD. Again, the memory is expandable to 16GB, and it is relatively easy to do. Just flip the laptop over and unscrew all the screws (they're all the same size so you don't have to remember which hole they come out of), then CAREFULLY start prying the bottom off. A small flat screwdriver works well. Start near the hinges and slowly work your way around. Once the bottom is off, it's just a matter of swapping the memory, replacing the bottom and screwing it all together.

Toshiba probably says this becuase they A) either want you to have them do it. or B) if you change out the ram, the warranty is voided, meaning not user upgradeable to keep warranty.

If so, you can put UP TO one 16GB memory card or two 8GB. Two cards = some performance benefit. (They should be the same size/type/speed.) *Yours IS dual-channel.* If the manufacturer put one (but only half the max), that's great! The CHEAPEST upgrade is to add 2nd card! (Otherwise you're paying to replace both cards.) Usually mnfrs. will put two smaller, but here I can't tell. If they put a single 6GB card, you can buy one more and you'll have 12GB! I recommend searching Toshiba.com for an official PDF spec sheet.
