I think it's a Windows 8.1 problem because I have had other laptops do the same. What I did was uncheck the Connect Automatically box and log in manually. Seems to work.

I recommend updating (or reinstalling if no update is available) the wireless driver of the unit from support.toshiba.com/support/modelHome?freeText=1200009407 by selecting the "Drivers & Updates" tab, then click the "Wi-Fi" filter.
