• It's actually just a really good external HDD. It should work like any other external drive. It's not even technically a PS4 extended storage device until the ps4 formats it as such.

• Im pretty sure you can use it on your windows computer, may have to reformat it but should work fine. Unless you have already connected it to your PS4 and formatted it for that. If so then it wont work on the computer.
