• Yes, you can use it as a monitor with HDMI input, supporting its full 4K resolution at 60Hz. You just have to make sure your video card supports 60Hz 4K through HDMI (eg HDMI 2.0). Most HDMI 1.4 cards only push 4K at 30Hz which is okay for apps (eg Word, Quickbooks) but not games.

• Yes it can. It is my primary monitor on the PC that I use most. I don't use it for playing games so I don't know how well it would work in that mode.
