A: It is an always connected device if you have it on a Service Verizon Tmobile etc but it can use Wifi like a normal Laptop. It runs Windows 10 for Arm and has a Snapdragon 8cx processor so it will run WOS apps well and other apps in emulation at a much slower speed.
