Q: Does this improve the camera’s IP54 weather rating? Or can moisture still enter the camera?

A: This is just a simple silicon skin to help protect and/or help your camera blend into the background. The Nest Mobile App can definitely be used away from home. I use my camera's and Mobile Nest App to monitor a semi-remote cabin 100+ miles away. The only issue I have seen so far with the Nest App is if the Nest Camera loses power/wifi access they may not come back online which requires you physically (as far as I can tell) be present so you can rescan the code on the camera into the Nest App to reconnect it with your WiFi.
