A: Will be different for everyone when it comes to the make of the parts. Say that due to a build my friend and I got in the past where I got an Asus ROG mobo and he got Asrock but both were B550s For this build I got a MSI B650-IIP wifi if memory serves correct for MOBO, MSI GPU, Team Group SSD (2100mbs which is slower than expected but was replacing with my old SSD any way) and Team Group RAM

A: No the fans should be functional once the computer is on, only the fan speed should be affected by systems temps. I would recommend contacting the technical support number on the box so they can assist you further. Also would not recommend running the computer with the fans not functioning as that may damage the components in the system.
