A: Yes ,this pivots up and down as well as left to right.
Q: How much weight can this tv mount hold?
A: 40lbs
A: Please ref to page 17 where the ratchet handle is called out . You will get half turns of the handle as the display on mounted and will not allow full turns. Pulling on the handle releases it and allows it to move. Make your half turn then release it will snap back and reengage. Then continue until you get the reduction in tension and reverse to get the handle to hold the tilt and tighten again when the tilt desired is obtained.

A: the tilt is from negative 5 degree to a positive 15 degrees.
Q: will this work on a 32 in insigna tv
A: Yes it will as long as it does not exceed 40 lbs and has a mounting patterns of 100x 100 , 200x 100 , 100 x 200 or 200x 200
