A: Yes, it's "normal" in the sense that Philips used a very cheap knob. Basically, it's not accurate, especially if you turn it to less than 5 minutes. I suggest you just always turn it to 10 minutes or 15 or more and you a separate time to remind you the actual time you need.

A: There is the basket which as some kind of coating. But there is also a mesh basket which is made of stainless steel (to hold the food). So technically, you don't need to scrub the bottom basket (except to use a soft cloth and detergent. This should make the bottom tray's coating last longer. The part you need to scrub is the mesh basket but that mesh has no coating, so it should hold up for quite some time.
