This would work for a double-hung window, even if it's low--but no mater what window AC you use, you'll have poor results as cold air falls. The result would almost universally be a very cold floor and hot air at standing height. For a room with that arrangement I'd reccomend investing in a split-system if you own the property (installed by a professional). You can also consider a Portable unit--they are more expensive and sacrifice some of the cooling power but the only venting you need is a flexible plastic hose with a 6" diameter that comes with a foam adapter for window installation, most accomodate lower windows and the entire unit sits indoors.
