This would work for a double-hung window, even if it's low--but no mater what window AC you use, you'll have poor results as cold air falls. The result would almost universally be a very cold floor and hot air at standing height. For a room with that arrangement I'd reccomend investing in a split-system if you own the property (installed by a professional). You can also consider a Portable unit--they are more expensive and sacrifice some of the cooling power but the only venting you need is a flexible plastic hose with a 6" diameter that comes with a foam adapter for window installation, most accomodate lower windows and the entire unit sits indoors.
Sorry, there was a problem. Please try again later.Yes, as long as there's enough clearance above the ground level outside to tilt the unit so that it will drain. There doesn't have to be much of an angle--use some shims if you need to tilt it back.
