What you might be looking for are files called SVG. These are files that no matter how much you resize them they will always be crisp and clean wether you need it 5x5 or 12x18.
Your best bet will be going with the upper tier of Epson. This is not anything under 300$. At least in the $500-700 depending how big you need prints.
And in that case you would have to call Epson and ask about their industrial printers (dtg, dtf)
