• No, if you do not want to use the mobile broadband feature. GPS and WI-FI work without activating the cell data.

• I go t this tablet activated on Verizon so I could pay $1 so I had to activate service during this promotion

• Well, you can use it with wifi if you have wifi where you are, I need also the cell data for when I do NOT have wifi.
