You will want to look into the surface 2 or surface pro 2.
Both have hugely upgraded cameras and screens compared to the original RT, and the surface 2 will handle photo editing functions about 3-5 times faster. The pro will be faster still, and give you full access to anything that would run on a regular PC, but requires a significant extra investment.
Unfortunately when it comes to photo taking/editing there isn't really anything below $400 that will do the job very well.

Keep in mind that the Surface RT runs apps, software and games that are available from the Store. If there is an app available for this software it will run. The Surface Pro embodies the functions of a laptop and is more likely to run the full programs you are talking about.

A:AnswerI have not tried to download anything but music to my Surface, but you can definitely put your games on a thumb drive and run them from there. Or load them onto a mini sd memory card and access them from that card when it is installed in the machine.

A:AnswerThere are good apps for readers and such for the Samsung 10.1 Note. I have used it for reading and find it to be a very good product. I think you'd like the ability to use it as a reader. The screen is perfect for it.
