No, the cost is different without the conditional Best Buy "with activation" deal; then the price is the listed price "without activation" or "... activate later" or no/without activation (meaning you will be buying the phone only (& activate on a service of your choice, after)). Phone only highest price; with activation prices, also depends on which qualifying service is activated with. The wording & listings can be confusing; I recommend check the item/product page, & look for the more details link (about activation/offer). So in this case, to get the deal/discount price, you must also activate with one if their qualifying services. It's effectively a bundle deal. Some listings only show the low deal/bundle price; other listings show a price range.
