“If I buy this phone and have Best Buy activate it, saving $40, does that mean I would then be enrolled in another ATT Contract of some sort? It would replace a phone on a line I currently have with ATT.”

If the phone line is already through at&t then you pay the activate later price and just move the SIM card over to the new phone. The activate now option is for new phone lines.
