• The device is a Bluetooth-enabled watch, and therefore is tied to the phone you have. You do not have to enable a new line of service for this device (although Samsung does make a 3G-enabled device that is its own standalone phone device that can be used without a tied-in phone). You can make & answer calls from the watch so long as you are within Bluetooth range of the physical phone device.

• No, the connection uses your cell data and just connects with Bluetooth. It just stays connected that way all the time; it is not an independent tool and you can't text or anything on it. But even if you could, it would be through the phones bluetooth.
