• Absolutely. Download Whatsapp or Viber on it and use away over WiFi. However, such as for WhatsApp, you will need to use some phone number you have to activate Whatsapp. If you're asking if you can use for Voice over WIFI using a SIM card in the phone, that I don't know because I'm using the phone without a SIM chip in it.
