Yes and No, you see I personally owned this phone and activation requires just that activation. Once that process takes place all the phone can do without a contract activated to it and registered to your name or a prepaid wiressless airtime added to your account is detect both secured and unsecured wireless hot spots and unmasked unsecured and secured WIFI signals. However, you can connect to any of those signals with and without contract as long as you have passcodes/key phrases to access authorized secure WIFI networks.
Yes, the phone (Nokia Lumia 530) will work (provide access the Internet to download games). If you have the key phrase / passcodes for masked secured and unmasked secured WIFI networks your device will not charge you for data usage but rather use the subscribers plan. To accomplish this you must have the device settings set to WIFI use only so to not charge your account for data usage. Most importantly, Nokia, the manufacturer, actually recommends this set up during initial set up as a way to reduce data costs but also cites it can introduce security vulnerabilities or expose your data to others. Therefore, I recommend to you to download a VPN to mask your Internet activty, also making it extremely difficult for intruders to see what you're doing while online. However, VPN's can sometimes slow your web browsing and downloading speeds but not significantly to the point where it makes it undesirable to want your devices connected to a network having access to the Internet.
