I have a WII connected to this for the kids. To answer your question, yes. It does convert the signal to HDMI. Works well for us as we only have the 1 HDMI ran from the AV unit to the TV. We use it to convert all platforms and also for ARC with our TV installed applications.

Yes. It has a full-blown video processing system that includes the ability to upconvert to a higher resolution.
