A: I'm using 750 W for EVGA RTX 3080 with three 6+2 power connectors and it's working very fine. so, this card should work fine with 650 W.

A: check all the power connections, it sounds like he may have bumped a cable on the install of the new card. My guess is maybe the 24 pin motherboard connection came a little loose
