A: If it is charged before the power outage, then you can use it to charge a device that gets charged via a USB cable (i.e. iPad, iPhone, Android phone/tablet, etc.).

Q: What is the max charge when I use it on rv?
A: It will not charge your rv right away,it takes about 20 minutes
