Because there is zero insulation inside the washing machine, the entire appliance would be subjected to those cold conditions. I wouldn't locate anything that uses water in a location that might get below freezing.

I would not remove the levelers because the rubber feet on them are also the "shock absorbers" for your floor. I'd be afraid of noise and, even worse, possible damage to the washer/floor if it was just the metal bottom sitting on your floor.
