A:Answer It is because, the usb game controller isn't hotswappable/and is powered by the flight stick. I wouldn't unplug and plug it in too much as it can cause damage. But you shouldn't have to restarted the PC at all, you should plug in the throttle in to the joystick, before the joystick's usb into the pc.
