A:AnswerAMD vs NVIDIA. the 4070 is better because it has mor VRam and better ray tracing capability. not to mention it is a full generation newer that the 6700. also why the 4070 is $200 more than the 6700 on average. BUT if you compare the 6700 to the 3060 which is closer in spec. 6700 by far better.
A:AnswerThere is not a BIOS switch. The small cut-out on the PCB seen in the picture on the page that you linked is there, but there is not a switch on this model. My guess is the PCB is shared with another XFX card that does include a switch.
A:AnswerI'm currently using this card with a Ryzen 5 3600 on a B450 motherboard. I have not noticed any perceivable bottlenecks in this setup. When I've tested the card with a Ryzen 5 5600X/B550 system, the improvements in framerates I noticed were totally in line with what I expected with the better CPU.
