A: Same issue I returned it and got a 1300w no problems. If you heard a pop and can smell it then it’s done. If your going big with lights and good equipment then you need a better supply

Q: can this psu support an rtx 3080 with a 5950x?
A: Yes theoretically. However, not recommended. Would at minimum get 850 watts. I would suggest 1000 watts to be honest. I had issues with my 3080Ti working with a sfx v850 psu. Now maybe the sfx was the problem but either way it was 850 watts and refused to work. I do have lots of fans and a AIO. I upgraded to 1000 watts and have been fine ever since. Now a 3080 should be fine with 850 watts, 750 maybe if its an efficient psu without not a lot of fans.
Q: Does fan rgb sync with corsair icue software?

Q: my pc's watts is 450 and i bought this will my computer be fine?
A: Yes. You can go up to 1200 watts and be fine. Essentially you buy what you need with some wiggle room. The power supply won't operate at the advertised power the whole time, think of it as it's maximum output capability. So your old 450 watt power supply can at maximum, output 450. Also having a better power supply can sometimes actually save you on power especially if you get a silver, gold or platinum rated psu. Gold usually is best bang for the buck.
Q: Will this power supply work with a Nvidia 1660?
A: Yes. No issues with that card. Might even be able to upgrade video card in the future and be fine with this psu. Up to a rtx 3070 I would say. Anything higher I would look for a more powerful psu.
