Q: Is it powered by USB, or do I plug it into the wall?
A: It is powered by USB that is already attached to the fan. Simply plug it into the USB port on your computer.
Q: Can this be used with a 17.3" laptop ?
A: It works with my Toshiba Satellite. The little pads are meant to hold the corners of a smaller laptop, but they are soft enough rubber to grip the base of a larger laptop & keep it from sliding. You could also add sticky pads to hold it in place better if you feel it's needed.
