Q: Will this connect and stream video from a Samsung S20 Ultra phone to an HDMI port in a television?
A: I don't believe so as this one of the rare devices on the market that goes in reverse, i.e., HDMI to USB-c. Most devices sold, and the one you're looking for, are USB-c (phone) to HDMI (TV). Direction matters.
