Photoshop Elements is a photo editing and organizing program. Fabulous product. I've used it for years and it just keeps getting better. Premier Elements is a video/movie editing program. Create home videos by editing and "stitching" Shorter video clips together into one production. There is a cost saving if you buy both programs together in one package. But if you only take photos, or have no need for a video editing program, just buy the Photoshop Elements. The disks include both Windows and Mac versions.
