The wall tap uses one of the 2 outlets itself, and it blocks the other outlet (of a standard 2 outlet wall plate) with a stabilizing plug. There's no center screw.

Please try again later.No it does not plug into both outlets but when plugged into the bottom outlet, it partially covers the upper outlet making it difficult or impossible to plug anything else into that outlet. When plugged into the upper outlet it completely covers the lower outlet. Yes it stays secure without a center screw.

When fully plugged in, the outlet is secure and doesn't rock back and forth much, so one could say it is secure. But if you are frequently plugging in, removing, plugging in, removing, etc, the outlet WILL come loose from the plug (at least that is what mine is doing). IMHO, I feel the center set screw is needed and a lack of one is a problem. I did purchase this as OPEN BOX return and maybe that is why it was returned? I'll be purchasing a brand new one and see if that makes a difference.
