Yep. You attach an antenna to the homerun and then attach the homerun to your network with a network cable. Then you basically have your own digital live stream of ota (local) channels. Just make sure your antenna picks up the channels you want! There are programs you can use to DVR and or live stream to your devices over the internet. I connected mine to my Plex account (plex.tv) and can stream all the ota channels to any of my devices and it also does local DVR and automatically cuts out commercials of things you DVR.

You can still use the channels without internet, but you will need to use a 3rd party software like VLC, and you won't have any guide data. But that's it. You definitely don't need suddenlink cable TV for this to work, since all the content comes from using a TV antenna, rather than your cable provider!
