Q: If building a power house computer what all would I need? Completely from scratch
A: Depends on what you want to do with the computer. First you will need a really good Power supply. You cannot cheap out on the Power supply. A 850 Watt Power supply or over from a Maker like EVGA should be good for a really good Computer. The CPU depends on what you are a fan of. AMD Ryzen people normally go for when it comes to Multi threaded work. Something like a AMD Ryzen 9 or if you have a big budget, an AMD Threadripper 2920X. For intel, a i9 10900k or a 10850k are also really good high end CPU's if you like intel. The only issue would be getting a GPU, with the current market with GPU's, there is barely any GPU's and if there is some, they charge over $1000+ for a GPU that should cost half of the asking price. If you have any luck, try to find a NVIDA 3080 or a 3090 since those two GPU's are great Overkill GPU's in the market but again getting GPU's are hard to get due to crypto currency farming. For SSD, a 1T M.2 Drive from Samsung is a REALLY good drive to run on your OS on. You will need to find a Motherboard that is able to support M.2 drives so a mid or high end Motherboard would support it. The Makers for the Motherboard, GPU, RAM is up to you on what you like the most. Some people like Asus ROG, some people like MSI, some people love EVGA. everyone is different on that end.
A: You are confusing specifications. Peak single core processor speed can hit 5.2 GHz. When more than one core is running, the processor will drop speeds to the processor designed speeds. 3.6 GHz. If you are overclocking the processor then you might hit higher numbers but just a stock processor with a stock cooler it will not.

A: I9 seems like overkill with a 1650. They should go great together. I would expect to see an I5 with a 1650, but an I9 would be faster for some tasks and in certain games. If you are questioning compatibility, graphics card and CPU compatibility is rarely an issue. The issue would be with the Motherboard socket/chipset. 10850k will work in nearly any z490 Motherboard.
