Yes, it will capture still images when recording video (however some video formats don't support still image capture when recording). It does not have a built in flash, but one can be installed on the accessory hot shoe. I have the Sony HVL-F32M flash. Haven't had to use it officially yet but it works with the camcorder. Will only work in photo mode. Flash not available in video recording even if a still image is captured.

Unfortunately, it does not have a built-in flash.
