“Will this TV receive input from Roku Ultra at 4k 60hz? I don’t care about the built in Roku, that’s generally trash and external version runs smoother. My dad’s current Phillips 4k tv isn’t capable of doing 4k at 60hz, so the 4k Ultra refuses to output 4k”

The HDMI inputs on this TV will support 4K at 60Hz. You would simply want to make sure that the HDMI port is set to 2.0. To do this you would go to Home>Settings>TV inputs>Select the HDMI your device is connected to>HDMI mode>2.0. Hope this helps! Thank you, TCL Customer Support
