- Answer No. You need to have a connection to a larger inter-network interface. Check for other ISPs in your area, don't forget to look at WISPs (Wireless Internet Service Providers.

- Answer This device does not has a router included so you would have to use your own router to connect the clients to the Wi-Fi. Yes, if you're using this modem along with a Wi-Fi router you should able to connect your phone with the Wi-Fi

- Answer If the phone line plugs into your current modem then no. You have to use RCN equipment. If there's a separate box that connects between your phone to your router then yes you can use this modem. Modem requirements are here: https://www.rcn.com/hub/help/bring-your-own-modem/
